মার্কিন কংগ্রেসের অনুমতি ছাড়াই জরুরি ভিত্তিতে এই অস্ত্রগুলো দেয়ার ক্ষমতা প্রেসিডেন্টের আছে। তাই ইউক্রেনের হাতে তাড়াতাড়ি এই সব অস্ত্র পৌঁছে যাবে। এছাড়া ইউরোপীয় কমিশন জানিয়েছে, তারা ১০৯ কোটি ডলারের গোলাবারুদ ইউক্রেনকে দেবে।ইউক্রেনের প্রতিরক্ষামন্ত্রী রেজনিকভ জানিয়েছেন, তারা প্রত্যাঘাতের জন্য প্রস্তুত হচ্ছেন। এর জন্য অস্ত্র, গুলি, গোলা পাওয়াটা খুবই জরুরি। রাশিয়াও ক্ষেপণাস্ত্রের উৎপাদন দ্বিগুণ করার সিদ্ধান্ত নিয়েছে। রাশিয়ার প্রতিরক্ষামন্ত্রী জানিয়েছেন, ইউক্রেন প্রত্যাঘাত করতে পারে ভেবে এই সিদ্ধান্ত নেয়া হয়েছে। সেনা কর্মকর্তাদের তিনি জানিয়েছেন, এখন খুব কম সময়ে নির্দিষ্ট লক্ষ্যে আঘাত করতে পারে, এমন অস্ত্র বানানোটা খুবই জরুরি।
