অনুপস্থিত থাকা উপজেলা চেয়ারম্যানের ক্ষমতা পেলেন ইউএনও
সম্প্রতি উদ্ভূত পরিস্থিতির কারণে বিভিন্ন উপজেলা পরিষদে অনেক চেয়ারম্যান ধারাবাহিকভাবে কর্মস্থলে অনুপস্থিত রয়েছেন। যোগাযোগ করেও তাদের উপস্থিতি নিশ্চিত করা যাচ্ছে না। এমন অবস্থায় সেসব উপজেলা পরিষদে জনসেবা অব্যাহত রাখা ও প্রশাসনিক কার্যক্রম চালু রাখতে সংশ্লিষ্ট উপজেলা নির্বাহী কর্মকর্তাকে (ইউএনও) পুনরাদেশ না দেওয়া পর্যন্ত সাময়িকভাবে উপজেলা পরিষদ চেয়ারম্যানের পূর্ণ আর্থিক ও প্রশাসনিক ক্ষমতা অর্পণ করা হয়েছে।
বুধবার (১৪ আগস্ট) স্থানীয় সরকার বিভাগ থেকে এ বিষয়ে অফিস আদেশ জারি করেছে। এতে বলা হয়েছে, সম্প্রতি উদ্ভূত পরিস্থিতির কারণে বিভিন্ন উপজেলা পরিষদে অনেক চেয়ারম্যান ধারাবাহিকভাবে কর্মস্থলে অনুপস্থিত রয়েছেন এবং যোগাযোগ করেও তাদের উপস্থিতি নিশ্চিত করা যাচ্ছে না মর্মে সংশ্লিষ্ট উপজেলা পরিষদ সূত্রে জানা যায়। উপজেলা পরিষদের অনেক প্যানেল চেয়ারম্যানও কর্মস্থলে ধারাবাহিকভাবে অনুপস্থিত রয়েছেন এবং তাদের সঙ্গে যোগাযোগ করেও উপস্থিতি নিশ্চিত করা যাচ্ছে না।
তাই উপজেলা পরিষদগুলোর অনেক ধরনের কার্যক্রম স্থবির হয়ে পড়েছে এবং জনসেবা বিঘ্নিত হচ্ছে উল্লেখ করে আদেশে বলা হয়, যেসব উপজেলা পরিষদের চেয়ারম্যান এবং প্যানেল চেয়ারম্যান অনুপস্থিত রয়েছেন সেসব উপজেলা পরিষদে সব ধরনের জনসেবা অব্যাহত রাখা ও প্রশাসনিক কার্যক্রম চালু রাখতে সংশ্লিষ্ট উপজেলা নির্বাহী কর্মকর্তাকে পুনরাদেশ না দেওয়া পর্যন্ত সাময়িকভাবে উপজেলা পরিষদ চেয়ারম্যানের পূর্ণ আর্থিক ও প্রশাসনিক ক্ষমতা অর্পণ করা হয়েছে।
