আসন্ন ৬ষ্ঠ উপজেলা পরিষদ সাধারণ নির্বাচন-২০২৪ উপলক্ষে চুয়াডাঙ্গায় চার জেলা কুষ্টিয়া, ঝিনাইদহ, মেহেরপুর ও চুয়াডাঙ্গার নির্বাচন সংশ্লিষ্ট কর্মকর্তা ও প্রতিদ্ব›দ্বী প্রার্থীদের সাথে মতবিনিময় সভা শেষে প্রেস ব্রিফিং করেছেন নির্বাচন কমিশনার ব্রিগেডিয়ার জেনারেল মোঃ আহসান হাবিব খান (অব:)। তিনি বলেন, এবারের নির্বাচন প্রভাবমুক্ত রাখতে সরকার এবং রাজনৈতিক দল থেকে পরিষ্কার বার্তা রয়েছে। তবুও দলীয় লোকজন ও স্থানীয় এমপি-মন্ত্রীর কেউ কেউ সে নির্দেশনা কি মানছেন? কেমন করে একটি দলের সভানেত্রী এবং সরকারের প্রধানমন্ত্রীর নির্দেশ অমান্য করছেন তা আমার বোধগম্য নয় বলে মন্তব্য করেছেন নির্বাচন কমিশনার ব্রিগেডিয়ার জেনারেল আহসান হাবিব খান (অব.)। সোমবার (২৯ এপ্রিল) দুপুরে চার জেলার সমন্বয়ে চুয়াডাঙ্গা জেলা প্রশাসকের সম্মেলন কক্ষে নির্বাচনী আচরণবিধি ও মতবিনিময় সভা শেষে সাংবাদিকদের প্রশ্নের জবাবে এ মন্তব্য করেন তিনি। স্থানীয় নির্বাচনে এমপি-মন্ত্রীদের প্রভাবমুক্ত করতে নির্বাচন কমিশনার কী ব্যবস্থা নিতে পারে? এমন প্রশ্নের জবাবে তিনি বলেন, নিজেদের সম্মান নিজেদের রক্ষা করতে হবে। দলের গঠনতন্ত্র অনুসরণ করা উচিত। তবে ভোটাররা প্রভাবিত না হলে কোনো প্রভাবই কাজে লাগবে না। তবে ভোটারদের বাধাগ্রস্ত করলে সর্বোচ্চ ৭ বছরের জেল হবে। প্রার্থীদের ব্যাপারে ইসি আহসান হাবিব খান বলেন, আমাদের কাছে প্রার্থীর মধ্যে কোনো হাই ভোল্টেজ কিংবা লো ভোল্টেজ নেই। ভোটের দিন অনাকাঙ্খিত ঘটনার চেষ্টা করা হলেই তা নির্মূল করা হবে। কোনো ভোল্টেজ দিয়ে কাজ হবে না। জনগণকে ভালোবাসতে হবে তাদের কাছে ভোট চাইতে হবে, তবেই ভোট পাওয়া যাবে। ভোল্টেজ মেশিনে লাগান। সাংবাদিকরা বিনা বাধায় ভোটকেন্দ্রে প্রবেশ করতে পারবেন, সংবাদ সংগ্রহ করতে পারবেন। এতে কেউ বাধা দিলে তার বিরুদ্ধেও ব্যবস্থা নেওয়া হবে বলে হুঁশিয়ারি দেন ইসি হাবিব। নির্বাচনী আচরণবিধি ও মতবিনিময় সভায় উপস্থিত ছিলেন- চুয়াডাঙ্গা জেলা প্রশাসক ড. কিসিঞ্জার চাকমা, পুলিশ সুপার আর এম ফয়জুর রহমান, মেহেরপুর জেলা প্রশাসক শামীম হোসেন, পুলিশ সুপার এস এম নাজমুল হক, ঝিনাইদহ জেলা প্রশাসক এস এম রফিকুল ইসলাম, পুলিশ সুপার আজীম উল আহসান, কুষ্টিয়া জেলা প্রশাসক এহেতেশাম রেজা ও পুলিশ সুপার এ এইচ এম আব্দুর রকিবসহ চার জেলার নির্বাচন কর্মকর্তা ও প্রতিদ্ব›দ্বী প্রার্থীরা। নির্বাচন কমিশনার আরো বলেন, একটি গনতান্ত্রিক দেশে সবচেয়ে গুরুত্বপূর্ণ বিষয় হলো সুষ্ঠু নির্বাচন। আর স্থানীয় সরকারের সাধারণ নির্বাচন অত্যন্ত তাৎপর্যপূর্ণ। দেশের মানুষ রাজনৈতিক দলসহ সবার চাওয়া একটি সুষ্ঠু নির্বাচন। এই গুরু দায়িত্ব নির্বাচন কমিশনের উপর ন্যাস্ত। শপথ নেয়ার পর থেকে আমাদের একমাত্র লক্ষ্য এবং আন্তরিক প্রচেষ্টা রয়েছে একটি অবাধ, সুষ্ঠু, নিরপেক্ষ, অংশগ্রহণমূলক ও গ্রহণযোগ্য নির্বাচন জাতিকে উপহার দেয়া। সাংবাদিকদের এক প্রশ্নের জবাবে তিনি বলেন, সকল প্রতিদ্ব›দ্বী প্রার্থীই আমাদের কাছে সমান। যে কোন মূল্যে অবাধ, সুষ্ঠু, নিরপেক্ষ ও গ্রহণযোগ্য নির্বাচন নিশ্চিত করতে আমরা বদ্ধ পরিকর। কোন প্রার্থী আচরণবিধি ভঙ্গ বা নির্বাচনি অপরাধ করলে তাৎক্ষণিকভাবে উপযুক্ত ও কঠোর আইনগত ব্যবস্থা গ্রহণ করতে হবে। কেন্দ্রের আশেপাশে প্রার্থীর কর্মীরা আচরণবিধি ভঙ্গ করলে বা বিশৃঙ্খলা সৃষ্টি করলে দ্রæত ব্যবস্থা নেওয়া হবে। নির্বাচনে প্রতিযোগিতা, প্রতিদ্ব›িদ্বতা থাকবে কিন্তু প্রতিরোধ ও প্রতিহিংসা থাকবে না। প্রেস ব্রিফিয়ে উপস্থিত আইন-শৃংখলা বাহিনীর সদস্য ও জেলা প্রশাসক, পুলিশ সুপারদের উদ্দেশ্যে নির্বাচন কমিশনার ব্রিগেডিয়ার জেনারেল মোঃ আহসান হাবিব খান বলেন, নির্বাচনকালীন সময় আপনারা নির্বাচন কমিশনের বিশ্বস্ত প্রতিনিধি হয়ে মাঠ পর্যায়ে নির্বাচন সুষ্ঠু এবং আইন-শৃংখলা পরিস্থিতি নিয়ন্ত্রণে রাখার দায়িত্ব পালন করে থাকেন। আইন- শৃংখলা বাহিনী এবং প্রশাসনের কর্মকর্তারা যেন কোন প্রার্থীর পক্ষে দলীয় মনোভাব পোষণ না করে, কখনো অতি উৎসাহী হয়ে এমন কোন আচরণ করবেন না, যাতে নির্বাচনের নিরপেক্ষতা নিয়ে প্রশ্ন ওঠে এবং নির্বাচন কমিশনের ভাবমূর্তি নষ্ট হয়। নির্বাচন কমিশনের দেয়া নীতিমালা অনুসরণ করে খবর সংগ্রহের জন্য গণমাধ্যম কর্মীরা সারা দেশব্যাপী কর্মরত থাকেন। গণমাধ্যম কর্মীরা নির্বাচনী এলাকার এবং বিভিন্ন ভোটকেন্দ্রের সংবাদ সংগ্রহ করে ইলেক্ট্রনিক ও প্রিন্ট মিডিয়ায় প্রচার করেন। নির্বাচন হবে অবাধ, নিরপেক্ষ ও স্বচ্ছভাবে, সেটাই গণমাধ্যম কর্মীরা তুলে ধরবে সারা দেশের মানুষের কাছে। তাদের কাজে অযৌক্তিক বাধাপ্রাপ্ত হলে বিভিন্ন মাধ্যমে সাধারণ মানুষের কাছে ভুল বার্তা যাবে। এ বিষয়ে তিনি নির্দেশ দেন যে, নির্বাচনের সময় যেন কোন প্রভাবশালী মহল বা রাজনৈতিক দলের নেতা, সাবেক/বর্তমান মন্ত্রী এমপিসহ নানা মানুষ এলাকায় প্রভাব বিস্তার, পেশিশক্তি, অর্থশক্তি বা ক্ষমতা প্রদর্শনের চেষ্টা না করেন। কালো টাকার ব্যবহারে কথাও শোনা যায়। সবার সম্মিলিত প্রচেষ্টা না থাকলে কখনোই সুন্দর সুষ্ঠু নির্বাচন করা সম্ভব না। আমরা চাই একে অপরের সহযোগী হিসেবে কাজ করুক। এতে নির্বাচনের পরিবেশ সুন্দর থাকবে। প্রার্থী, ভোটার, রাজনৈতিক দল, পর্যবেক্ষক থেকে শুরু করে সব মহল আপনাদের তথা নির্বাচন কমিশনের প্রতি আস্থা বৃদ্ধি পাবে।
