পুলিশকে নিয়ে সংবাদ প্রকাশে সতর্কতা চায় পুলিশ সার্ভিস অ্যাসোসিয়েশন
বিভিন্ন গণমাধ্যম ও সামাজিক যোগাযোগ মাধ্যমে বাংলাদেশ পুলিশের সাবেক ও বর্তমান সদস্যদের নিয়ে প্রকাশিত প্রতিবেদনকে ‘অতিরঞ্জিত রিপোর্ট’ আখ্যা দিয়ে এসবের প্রতিবাদ জানিয়েছে বাংলাদেশ পুলিশ সার্ভিস অ্যাসোসিয়েশন। আজ শুক্রবার এক সংবাদ বিজ্ঞপ্তিতে এই প্রতিবাদ জানায় সংগঠনটি।
বিজ্ঞপ্তিতে বলা হয়, কোনো কোনো গণমাধ্যম ব্যক্তিগত আক্রোশ ও নিজস্ব স্বার্থ রক্ষায় কোনো কোনো পুলিশ কর্মকর্তার বিরুদ্ধে অবমাননাকর নেতিবাচক সংবাদ প্রকাশ ও প্রচার করছে, যা সাংবাদিকতার নীতিমালার বিরোধী। এমতাবস্থায়, কী কারণে, কার উদ্দেশ্য হাসিল এবং কার নির্দেশ (ম্যানডেট) বাস্তবায়নের জন্য কতিপয় গণমাধ্যম বাংলাদেশ পুলিশের বিরুদ্ধে এ ধরনের কুৎসা রটনায় লিপ্ত, সেই প্রশ্ন উত্থাপন করা অযৌক্তিক নয়।
পুলিশ দুর্নীতির বিরুদ্ধে সব সময় ‘জিরো টলারেন্স’ (শূন্য সহনশীলতা) নীতি অনুসরণ করে আসছে বলেও উল্লেখ করা হয় বিজ্ঞপ্তিতে। বলা হয়, কোনো পুলিশ সদস্যের বিরুদ্ধে দুর্নীতির অভিযোগ প্রমাণিত হলে তাকে কোনো ধরনের ছাড় দেয়া হয় না। তার বিরুদ্ধে বিভাগীয় ব্যবস্থার পাশাপাশি আইনি ব্যবস্থাও নেওয়া হয়।
বিজ্ঞপ্তিতে আরও বলা হয়, গণমাধ্যম সমাজের দর্পণ। গণমাধ্যমের গঠনমূলক সমালোচনাকে বরাবরই স্বাগত জানানো হয়। কিন্তু গণমাধ্যমে কোনো খণ্ডিত বা আংশিক সংবাদ প্রকাশের তাঁরা প্রতিবাদ করতে চান। গণমাধ্যমে কোনো ঘটনার সামগ্রিক চিত্র উঠে আসুক, সত্য উন্মোচিত হোক। গণমাধ্যমের প্রতিবেদন হোক সত্যাশ্রয়ী ও বস্তুনিষ্ঠ।
নিরপেক্ষ সংবাদ প্রকাশে পাঠকের কাছে গণমাধ্যমের দায়বদ্ধতা রয়েছে উল্লেখ করে পুলিশ সার্ভিস অ্যাসোসিয়েশন বলেছে, কোনো এক রহস্যময় কারণে একশ্রেণির গণমাধ্যম অতি সুকৌশলে পুলিশকে বিতর্কিত করে আসামির কাঠগড়ায় দাঁড় করানোর অপচেষ্টায় মেতেছে, যা সৎ সাংবাদিকতার কণ্ঠ রোধকারী অপসাংবাদিকতারই নামান্তর বলে পরিগণিত হয়। গণমাধ্যমের এ ধরনের একপেশে আচরণ সাধারণ পাঠকের সঙ্গে প্রতারণার শামিল।
এ ধরনের অপসাংবাদিকতা পুলিশের সৎ, নিষ্ঠাবান, পেশাদার ও দেশপ্রেমিক সদস্যদের মনোবল ধ্বংসের অপপ্রয়াস বলে প্রতীয়মান হয়, যা তাদের পেশাগত দায়িত্ব পালনের ক্ষেত্রে বিরূপ প্রতিক্রিয়া ফেলতে পারে বলে আশঙ্কা রয়েছে।
পুলিশ সার্ভিস অ্যাসোসিয়েশন বলছে, এ ধরনের অপপ্রচার সন্ত্রাসীদের উৎসাহিত করা এবং দেশবিরোধী চক্রান্তের অপকৌশল কি না, তা বিবেচনার দাবি রাখে। ফলে পুলিশি সেবাপ্রত্যাশী মানুষ, তথা দেশ ও জাতি সামগ্রিকভাবে ক্ষতিগ্রস্ত হওয়ার আশঙ্কা উড়িয়ে দেওয়া যায় না।
পুলিশ কখনোই গণমাধ্যমের কাছে এ ধরনের অপেশাদারি সাংবাদিকতা প্রত্যাশা করে না বলেও উল্লেখ করা হয়েছে বিজ্ঞপ্তিতে। এতে জননিরাপত্তা ও জনশৃঙ্খলা রক্ষার ক্ষেত্রে এ ধরনের বিভ্রান্তিকর প্রতিবেদন প্রকাশ করা থেকে বিরত থাকার জন্য অনুরোধ জানানো হয়েছে।
পুলিশ সার্ভিস অ্যাসোসিয়েশনের বিজ্ঞপ্তিতে বাংলাদেশ পুলিশের ঐতিহ্য, মুক্তিযুদ্ধে অবদান, সন্ত্রাস ও জঙ্গিবাদ দমনে ভূমিকা, করোনাকালে পুলিশের কার্যক্রম ইত্যাদি তুলে ধরা হয়। বলা হয়, পুলিশ শত বছরের পুরোনো একটি ঐতিহ্যবাহী প্রতিষ্ঠান। মহান মুক্তিযুদ্ধকালে জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের কালজয়ী আহ্বানে সাড়া দিয়ে তৎকালীন পুলিশের বাঙালি সদস্যরা আধুনিক সমরাস্ত্রে সজ্জিত পাকিস্তানি হানাদার বাহিনীর বিরুদ্ধে প্রথম সশস্ত্র প্রতিরোধ গড়ে তুলেছিলেন। সেই থেকে শুরু, অদ্যাবধি বাংলাদেশ পুলিশের পেশাদার সদস্যরা যেকোনো সংকট ও প্রয়োজনে দেশ এবং জনগণের কল্যাণে নিজেদের জীবন বিসর্জন দিতেও কখনো কুণ্ঠাবোধ করেননি।
পুলিশ সার্ভিস অ্যাসোসিয়েশন আরও বলেছে, একসময় উগ্র সাম্প্রদায়িকতা, জঙ্গিবাদ, সন্ত্রাসবাদের নগ্ন থাবায় দেশবাসী চরম উৎকণ্ঠিত ছিলেন। দেশের দক্ষিণ-পশ্চিমাঞ্চল ছিল চরমপন্থি সন্ত্রাসের জনপদ। বাংলাদেশ পুলিশ এই জনপদকে সন্ত্রাসমুক্ত করতে সাহসী ভূমিকা পালন করেছে। একইভাবে, বৈশ্বিক সন্ত্রাসবাদের প্রভাবে বাংলাদেশে গড়ে ওঠা উগ্রবাদী সন্ত্রাসী গোষ্ঠীকে পুলিশ দেশবাসীর সহযোগিতায় নিয়ন্ত্রণে রাখতে সফল হয়েছে। উগ্র সন্ত্রাসবাদ দমনে বাংলাদেশ পুলিশের সাফল্য বিশ্বব্যাপী ব্যাপক প্রশংসিত হয়েছে। সন্ত্রাসবাদ মোকাবিলায় বাংলাদেশের ভূমিকা বিশ্বে ‘রোল মডেল’ হিসেবে স্বীকৃত।
পুলিশ শুধু দেশের আইনশৃঙ্খলা রক্ষায় নয়; যেকোনো মানবসৃষ্ট কিংবা প্রাকৃতিক দুর্যোগেও জীবনের ঝুঁকি নিয়ে মানুষের পাশে দাঁড়িয়ে সেবার হাত বাড়িয়ে দিতে কখনো পিছপা হয়নি বলে উল্লেখ করা হয় বিজ্ঞপ্তিতে। এতে বলা হয়, করোনা মহামারিকালে বাংলাদেশ পুলিশের অকুতোভয় বীর সদস্যরা নিজেদের জীবন বিপন্ন করে, জীবনের মায়া তুচ্ছ করে জনগণের প্রতি গভীর মমত্ববোধ ও দায়িত্ববোধে উজ্জীবিত হয়ে সেবার মানসিকতা নিয়ে মানবিক পুলিশ হিসেবে জনগণের পাশে দাঁড়িয়েছেন। পুলিশ করোনাকালে সঙ্গনিরোধ (কোয়ারেন্টিন), লকডাউন বাস্তবায়নের পাশাপাশি করোনা আক্রান্ত মানুষকে হাসপাতালে পৌঁছে দিয়েছে, মানুষের বাসায় ওষুধ ও খাবার পৌঁছে দিয়েছে। মানবতার চরম বিপর্যয়ের সময় করোনায় আক্রান্ত হয়ে কেউ মারা গেলে যখন লাশ ফেলে প্রিয়জনেরা চলে গেছেন, তখন লাশের দাফন/সৎকারের ব্যবস্থা করেছে পুলিশ। করোনাকালে জনগণের সেবায় ১০৯ জন পুলিশ সদস্য সর্বোচ্চ আত্মত্যাগ করেছেন। তবু পুলিশ সদস্যরা জনগণকে সেবা দেওয়া থেকে পিছপা হননি, তাঁরা নিজের দায়িত্ববোধে ছিলেন অবিচল।
পুলিশ সার্ভিস অ্যাসোসিয়েশনের বিজ্ঞপ্তিতে বলা হয়, স্বাধীনতাবিরোধী সাম্প্রদায়িক শক্তি এবং গণতন্ত্র ও দেশবিরোধী চক্র কর্তৃক নাশকতামূলক কর্মকাণ্ড, যেমন ভাঙচুর, অগ্নিসংযোগ, বোমাবাজি ও পেট্রলবোমাবাজদের প্রতিহত করার ক্ষেত্রে পুলিশের সফলতার কারণে ওই গোষ্ঠী পুলিশ বাহিনীকে প্রতিপক্ষ বিবেচনায় প্রতিনিয়তই নেতিবাচক সমালোচনায় লিপ্ত। স্বাধীনতা ও দেশবিরোধী চক্র তাদের দোসর বিদেশে পলাতক সাইবার সন্ত্রাসীরা ধারাবাহিকভাবে সামাজিক যোগাযোগমাধ্যমে মিথ্যা ও অতিরঞ্জিত তথ্য প্রকাশ করে পুলিশ কর্মকর্তাদের চরিত্র হননে ব্যস্ত। তাদেরই অনুকরণে ইদানীং কোনো কোনো গণমাধ্যমে পুলিশের বর্তমান ও সাবেক সদস্য সম্পর্কে উদ্দেশ্যপ্রণোদিত মানহানিকর নেতিবাচক সংবাদ প্রকাশ করছে, যা পুলিশের ভাবমূর্তি ক্ষুণ্ন করার হীন উদ্দেশ্য বলে প্রতীয়মান হচ্ছে।
গণমাধ্যমে প্রকাশিত এ ধরনের প্রতিবেদনের অধিকাংশ ক্ষেত্রেই কোনো তথ্যসূত্রের উল্লেখ নেই বলেও বলা হয় পুলিশ সার্ভিস অ্যাসোসিয়েশনের বিজ্ঞপ্তিতে। এতে বলা হয়, তথ্যসূত্রবিহীন বাস্তবতা বিবর্জিত অতি কথিত এ ধরনের প্রতিবেদন পেশাদার সদস্যদের মনোবল ক্ষুণ্নের পাশাপাশি পুলিশের ভাবমূর্তি নষ্ট করার যথেষ্ট অবকাশ রয়েছে। পলাতক সাইবার সন্ত্রাসীদের অনুপ্রেরণায় পুলিশের পেশাদার ভূমিকাকে জনসমক্ষে প্রশ্নবিদ্ধ করে পুলিশকে আসামির কাঠগড়ায় দাঁড় করানোর জন্য কতিপয় গণমাধ্যম অত্যন্ত সচেতনভাবে ফুলিয়ে-ফাঁপিয়ে পুলিশ সদস্যদের বিরুদ্ধে একধরনের কুৎসিত প্রচারযজ্ঞে শামিল হয়েছে বলে প্রতীয়মান হয়।
