ফ্রান্সের প্রেসিডেন্ট ইমানুয়েল ম্যাক্রোঁ ইউরোপীয় নির্বাচনে উগ্র ডানপন্থীদের কাছে শোচনীয় পরাজয়ের পর আকস্মিক এক ঘোষণায় ন্যাশনাল অ্যাসেম্বলি ভেঙে দিয়েছেন। ৩০ জুন ও ৭ জুলাই দুই দফায় দেশটিতে নির্বাচন অনুষ্ঠিত হবে বলেও জানিয়ে দিয়েছেন তিনি।
ইউরোপীয় পার্লামেন্ট নির্বাচনে ম্যাক্রোঁর রেনেসাঁ পার্টি কট্টর ডানপন্থী বিরোধীদের কাছে পরাজিত হতে যাচ্ছে বলে বুথফেরত জরিপে দেখা গেছে। উগ্র ডানপন্থী ন্যাশনাল র্যালি (আরএন) ৩১.৫ শতাংশ ভোট পেয়ে শীর্ষে উঠে এসেছে, যা রেনেসাঁর দ্বিগুণেরও বেশি। রেনেসাঁ ১৫.২ শতাংশ ভোট পেয়ে দ্বিতীয় স্থানে রয়েছে, ১৪.৩% ভোট নিয়ে তৃতীয় স্থানে সমাজতান্ত্রিক দল।
বুথফেরত জরিপ প্রকাশের পর এক ভাষণে উগ্র ডানপন্থী নেতা জর্ডান বারডেলা ম্যাক্রোঁকে ফরাসি পার্লামেন্ট ভেঙে দেওয়ার আহ্বান জানান। দুই দলের ভোটের ব্যবধানকে তিনি ‘প্রেসিডেন্টের জন্য হতাশাজনক’ বলে অভিহিত করেন।
আরএন সদর দপ্তরে দেওয়া ভাষণে জর্ডান বারডেলা বলেন, বর্তমান সরকারের এই অভূতপূর্ব পরাজয় একটি চক্রের সমাপ্তি। এটি ম্যাক্রোঁ-পরবর্তী যুগের প্রথম দিন।
এমন ভাষণের এক ঘণ্টার মধ্যে ম্যাক্রোঁ জাতির উদ্দেশে ঘোষণা দেন, তিনি ফ্রান্সের নিম্নকক্ষ ভেঙে দেবেন এবং পার্লামেন্ট নির্বাচন দেবেন। ৩০ জুন প্রথম দফা এবং ৭ জুলাই দ্বিতীয় দফা ভোট অনুষ্ঠিত হবে।
প্রেসিডেন্ট হিসেবে ম্যাক্রোঁর মেয়াদ আরও তিন বছর বাকি। তিনি বলেন, আমার সিদ্ধান্তটি গুরুতর। কিন্তু এর মাধ্যমে আমাদের গণতন্ত্রের প্রতি আস্থা, সার্বভৌম জনগণের মতামত প্রকাশের বিষয়টির প্রতিফলন ঘটলো। এটিকে আমি জাতির জন্য সঠিক দিকনির্দেশনা বলে মনে করি।
ম্যাক্রোঁ বলেন, আমি আপনাদের ভোটাধিকারের মাধ্যমে আপনাদের সংসদীয় ভবিষ্যতের সিদ্ধান্ত ফিরিয়ে দেওয়ার সিদ্ধান্ত নিয়েছি। তাই আমি আজ সন্ধ্যায় জাতীয় সংসদ ভেঙে দিচ্ছি। আমার প্রিয় দেশবাসী, আপনাদের নিজেদের ওপর আস্থা রাখুন। ফরাসি জনগণ সবচেয়ে ন্যায়সঙ্গত সিদ্ধান্ত নেওয়ার ক্ষমতা রাখে।
ফরাসি ব্যবস্থার অধীনে, নিম্নকক্ষে জাতীয় পরিষদের ৫৭৭ জন সদস্য নির্বাচিত হন। রাষ্ট্রপতি নির্বাচনের জন্য পৃথক নির্বাচন অনুষ্ঠিত হয়। ২০২২ সালে অনুষ্ঠিত সর্বশেষ সংসদীয় নির্বাচনে ম্যাক্রোঁর রেনেসাঁ পার্টিসহ এনসেম্বল জোট একক সংখ্যাগরিষ্ঠতা থেকে পিছিয়ে পড়ে এবং অন্য কোথাও থেকে সহায়তা চাইতে বাধ্য হয়।
এদিকে, ম্যাক্রোঁর ঘোষণার পর ২০১৭ এবং ২০২২ সালে ফরাসি রাষ্ট্রপতি পদে ম্যাক্রোঁর বিরুদ্ধে হেরে যাওয়া মেরিন লে পেন আগাম নির্বাচনের সিদ্ধান্তকে স্বাগত জানিয়েছেন। এই নেত্রী বর্তমানে উগ্র ডানপন্থী আরএনের পার্লামেন্টারি নেতা।
তিনি বলেন, ফ্রান্স যদি আমাদের ওপর আস্থা রাখে তাহলে আমরা ক্ষমতায় আসতে প্রস্তুত। আমরা দেশ পুনর্গঠনে প্রস্তুত, ফরাসিদের স্বার্থ রক্ষায় প্রস্তুত, গণঅভিবাসন বন্ধ করতে প্রস্তুত, ফরাসিদের ক্রয় ক্ষমতাকে অগ্রাধিকার দিতে প্রস্তুত, দেশের পুনর্গঠন শুরু করতে প্রস্তুত।
ফ্রান্সের অতীত ইতিহাসে সবশেষ ১৯৯৭ সালে কোনো রাষ্ট্রপতি সংসদ ভেঙে দিয়েছিলেন, যার ফলে জ্যাক শিরাক তার সংখ্যাগরিষ্ঠতা হারিয়েছিলেন। লিওনেল জসপিনের অধীনে সমাজতন্ত্রীরা ক্ষমতায় আসেন।
