মিয়ানমার সংকটে আসিয়ানকে সমর্থন রাশিয়ার
মিয়ানমারের চলমান সংকট নিরসনে দক্ষিণ-পূর্ব এশিয়ার দেশগুলোর জোট অ্যাসোসিয়েশন অব সাউথইস্ট এশিয়ান নেশনস (আসিয়ান) যে পাঁচ দফা ঠিক করেছে তাতে রাশিয়ার দৃঢ় সমর্থন আছে বলে জানিয়েছেন দেশটির পররাষ্ট্রমন্ত্রী।
মস্কো মিয়ানমারের সামরিক নেতৃত্বকেও এই বার্তা জানিয়ে দিয়েছে বলে রাশিয়ার পররাষ্ট্রমন্ত্রী সের্গেই ল্যাভরভ জানিয়েছেন। ইন্দোনেশিয়ার রাজধানী জাকার্তা সফরকালে মঙ্গলবার ল্যাভরভ এসব কথা জানান। ল্যাভরভ বলেছেন, ‘মিয়ানমারের যে নেতারা এবং সামরিক নেতৃত্বের সঙ্গে আমাদের যোগাযোগ রয়েছে, তাদেরকে আমরা আসিয়ানের নেওয়া অবস্থানের কথাই বলেছি। আমাদের দৃষ্টিতে সংকট নিরসন ও মিয়ানমারে স্বাভাবিক অবস্থা ফেরাতে এই অবস্থানই ভিত্তি হিসেবে বিবেচিত হওয়া উচিত।’
রুশ এ পররাষ্ট্রমন্ত্রী পরে আসিয়ান সদস্য দেশগুলোর পররাষ্ট্রমন্ত্রীদের সঙ্গে ভার্চুয়ালি কথা বলবেন বলে জানিয়েছে ইন্দোনেশিয়ার পররাষ্ট্র মন্ত্রণালয়। নভেম্বরে হওয়া সাধারণ নির্বাচনে জালিয়াতি হয়েছে, এমন অভিযোগ তুলে চলতি বছরের ফেব্রুয়ারিতে অভ্যুত্থানের মাধ্যমে ক্ষমতা দখল করে মিয়ানমারের সেনাবাহিনী।
তারা নোবেলজয়ী নেত্রী অং সান সু চির গণতান্ত্রিক সরকারকে উত্খাতের পাশাপাশি তাকেসহ দেশটির অনেক রাজনীতিককেও আটক করে। ঐ অভ্যুত্থানের পর থেকে দেশটিতে ক্ষমতাসীন সামরিক জান্তার বিরুদ্ধে টানা বিক্ষোভ, ধর্মঘট ও আইন অমান্য আন্দোলন শুরু হয়। গত কয়েক মাসে দেশটিতে নিরাপত্তা বাহিনীর হাতে অভ্যুত্থানবিরোধী কয়েক শ আন্দোলনকারী নিহত হয়েছে।
সাম্প্রতিক সপ্তাহগুলোতে জাতিগত বিভিন্ন সশস্ত্র গোষ্ঠীর পাশাপাশি নতুন করে গড়ে ওঠা সামরিক শাসনবিরোধী কিছু সশস্ত্র গোষ্ঠীর সঙ্গেও সামরিক বাহিনীর মুখোমুখি লড়াইয়ের খবর পাওয়া যাচ্ছে। মিয়ানমারের রাজনৈতিক সংকট নিরসনে এপ্রিলে আসিয়ানের সম্মেলনে দক্ষিণ-পূর্ব এশিয়ার দেশগুলোর নেতারা ৫ দফা প্রস্তাব নিয়ে ঐকমত্যে পৌঁছান।
এগুলো হচ্ছে—সহিংসতার অবসান, মিয়ানমারের সব পক্ষের মধ্যে একটি গঠনমূলক সংলাপ, সংলাপ সহজতর করতে আসিয়ানের বিশেষ ?দূত নিয়োগ, সহায়তা গ্রহণ ও ঐ দূতের মিয়ানমার সফর। সামরিক শাসনের অবসান এবং দমন-পীড়নকারীদের জবাবদিহিতার মুখোমুখি করা নিয়ে কোনো সুস্পষ্ট বক্তব্য না থাকায় মিয়ানমারের জান্তাবিরোধীরা আসিয়ানের এই পাঁচ দফা প্রস্তাব প্রত্যাখ্যান করেছে।
