রেমিট্যান্স যোদ্ধারা দেশের রিয়েল হিরো: অধ্যাপক আবু আহমেদ
ইনভেস্টমেন্ট কর্পোরেশন অব বাংলাদেশ আইসিবি’র চেয়ারম্যান অধ্যাপক আবু আহমেদ বলেছেন, বর্তমানে দেশের চারিদিকে যে চাকচিক্য তা অভিবাসীদের রেমিট্যান্সের কারণে হয়েছে। তাদের প্রেরিত অর্থ বাংলাদেশের অর্থনীতির চালিকাশক্তি হিসেবে কাজ করছে। এ সকল রেমিট্যান্স যোদ্ধারাই দেশের রিয়েল হিরো। তিনি অভিবাসন প্রক্রিয়ায় বেসরকারি রিক্রুটিং এজেন্সির গুরুত্বপূর্ণ অবদানের কথা উল্লেখ করে তাদেরকে মূল্যায়ন করার ওপর গুরুত্বারোপ করেন এবং প্রবাসীদের প্রেরিত রেমিট্যান্সের ওপর বর্তমানে প্রদত্ত প্রণোদনার হার বাড়ানোরও সুপারিশ করেন।
শুক্রবার (২০ ডিসেম্বর) ডিবেট ফর ডেমোক্রেসি’র আয়োজনে রাজধানীর এফডিসিতে আন্তর্জাতিক অভিবাসী দিবস ও জাতীয় প্রবাসী দিবস-২০২৪ উদযাপনের অংশ হিসেবে এক ছায়া সংসদে আইসিবি’র চেয়ারম্যান অধ্যাপক আবু আহমেদ এসব কথা বলেন। অনুষ্ঠানে সভাপতিত্ব করেন ডিবেট ফর ডেমোক্রেসির চেয়ারম্যান হাসান আহমেদ চৌধুরী কিরণ। আরও বক্তব্য রাখেন হেলভেটাস বাংলাদেশের সিম্স প্রকল্প পরিচালক আবুল বাসার। অনুষ্ঠানটি আয়োজনে সহযোগিতা করছে সিম্স প্রকল্প, হেলভেটাস বাংলাদেশ।
সভাপতির বক্তব্যে ডিবেট ফর ডেমোক্রেসি’র চেয়ারম্যান হাসান আহমেদ চৌধুরী কিরণ বলেন, দেশের কর্মক্ষম ২৫ শতাংশ মানুষের কর্মসংস্থান হয় অভিবাসনের মাধ্যমে। বৈদেশিক কর্মসংস্থান না করা গেলে বাংলাদেশের দরিদ্র মানুষের সংখ্যা আরও ১০ শতাংশ বেড়ে যেত। এদেশের উন্নয়নের মূল নায়ক কৃষক, শ্রমিক, মজুর, সাধারণ মানুষ, বিশেষ করে সারা পৃথিবীতে অবস্থানকারী অভিবাসী ভাই-বোনেরা। অভিবাসী কর্মীরা আমাদের সোনার সন্তান। যারা পৃথিবীর বিভিন্ন দেশে অক্লান্ত পরিশ্রম করে তাদের শ্রমে ঘামে উপার্জিত রেমিট্যান্স দেশে প্রেরণ করে। তাদের উপার্জিত আয়ের কারণেই আমাদের রিজার্ভ বেড়েছে, আমরা বিশ্বের বুকে মাথা উঁচু করে দাঁড়াতে পারছি। তিনি আরও বলেন, আমরা দেখেছি পতিত আওয়ামী সরকারের আমলে জুলাই বিপ্লবের সময় সবচেয়ে কম প্রবাসী আয় এসেছে ১.৯১ বিলিয়ন ডলার অথচ আওয়ামী সরকার পতনের পর সেপ্টেম্বর ও অক্টোবরে এই দুই মাসে প্রবাসী আয় ২৬ শতাংশ বেড়ে দাঁড়িয়েছে প্রায় ৫ বিলিয়ন ডলার। মূলত জুলাই মাসে হাসিনা সরকারের প্রতি অনাস্থা এবং ছাত্র-জনতার আন্দোলনের সঙ্গে একাত্মতা প্রকাশ করে বিভিন্ন দেশে বসবাসরত প্রবাসী বাংলাদেশীরা রেমিট্যান্স পাঠানো কমিয়ে দেয়। পতিত আওয়ামী সরকার যদি আরও বেশি দিন ক্ষমতায় থাকতো, আমার ধারণা, প্রবাসী ভাই-বোনেরা তাদের রেমিট্যান্স পাঠানো বন্ধই করে দিত।
হাসান আহমেদ চৌধুরী কিরণ বলেন, রেমিট্যান্স বৃদ্ধির কয়েকটি চাঞ্চল্যকর তথ্য হচ্ছে বাংলাদেশের ব্যাংকিং খাতের লুটপাটের সাথে যেসব মালিকরা জড়িত ছিল, সেই সব ব্যাংকগুলোর ফরেন রেমিট্যান্স হাউজ কর্মীদের কাছ থেকে সংগৃহীত রেমিট্যান্স দেশেই পাঠাতো না। ঐ বিদেশি অর্থ ব্যাংক মালিকরা তাদের রেমিট্যান্স হাউজ থেকে নিজেরাই সেই দেশে রেখে দিত। বাংলাদেশে তা প্রেরণ করতো না। সেই ব্যাংকগুলোর পরিচালনা পর্ষদ পরিবর্তিত হওয়ায় এখন আর প্রবাসী কর্মীদের থেকে সংগ্রহকৃত অর্থ তারা সেই দেশে রেখে দিতে পারছে না। এটিও রেমিট্যান্স বাড়ার আর একটি কারণ। এছাড়া বিগত সরকারের আমলে মন্ত্রী, আমলা, ব্যবসায়ীরা লুণ্ঠনকৃত অর্থ বিদেশে পাচার করতো। অন্তর্বর্তীকালীন সরকারের সময়ে তা বন্ধ হয়ে যাওয়ায় রেমিট্যান্স বাড়ার আর একটি প্রধান কারণ। নিরাপদ অভিবাসন নিশ্চিতে প্রবাসী কল্যাণ মন্ত্রণালয় ও বায়রা ছাড়াও স্বরাষ্ট্র, পররাষ্ট্র, বেসামরিক বিমান চলাচল মন্ত্রণালয়, সিভিল এভিয়েশন, ইমিগ্রেশন, আইনশৃঙ্খলা রক্ষাকারী বাহিনীসহ সকল প্রতিষ্ঠানকে দায়িত্বশীল ভূমিকা পালন করতে হবে।
