শিশুর মৃত্যুর ঘটনা স্মরণ করিয়ে থার্টি ফার্স্টে পটকা না ফোটানোর আহ্বান
ইংরেজি নববর্ষ উপলক্ষে থার্টি ফার্স্ট নাইটে আতশবাজি ও পটকা ফোটানো থেকে বিরত থাকার আহ্বান জানিয়েছে পরিবেশ, বন ও জলবায়ু পরিবর্তন মন্ত্রণালয়।
শুক্রবার (২৭ ডিসেম্বর) গণমাধ্যমে পাঠানো এক সংবাদ বিজ্ঞপ্তিতে এ আহ্বান জানানো হয়। এর আগে এক থার্টি ফার্স্ট নাইটে আতশবাজির শব্দে ভয় পেয়ে হৃদরোগে ভুগতে থাকা এক শিশুর মৃত্যুর ঘটনাটি স্মরণ করিয়ে দেওয়া হয় ওই বিজ্ঞপ্তিতে। এর আগে ২০২২ সালে ইংরেজি নববর্ষের রাতে (থার্টি ফার্স্ট নাইট) আতশবাজির শব্দে ভয় পেয়ে অসুস্থ হয়ে তানজিম উমায়ের নামে এক শিশুর মৃত্যুর ঘটনা ঘটে। জন্ম থেকেই হৃদরোগে ভুগতে থাকা শিশুটি মাত্র চার মাস ১৯ দিন বয়সী ছিল। উমায়েরের পরিবার রাজধানীর মোহাম্মদপুরের বাসিন্দা। ২০২১ সালের ৩১ ডিসেম্বর (শুক্রবার) রাতে বাজির শব্দে অসুস্থ হয়ে পড়লে পরদিন শনিবার (১ জানুয়ারি) শিশুটিকে হাসপাতালে নিয়ে যাওয়া হয়। সেখানে চিকিৎসাধীন অবস্থায় মারা যায় সে।
এদিকে বিজ্ঞপ্তিতে বলা হয়েছে, থার্টি ফার্স্ট নাইটে দেশব্যাপী আতশবাজি ও পটকা ফোটানো হয়। এটা বিদ্যমান শব্দদূষণ ও বায়ুদূষণে ভিন্ন মাত্রা যোগ করে। এর আগে এক থার্টি ফার্স্ট নাইটে আতশবাজির শব্দে ভয় পেয়ে হৃদরোগে ভুগতে থাকা এক শিশুর মৃত্যু হয় বলে খবরে প্রকাশিত হয়েছে। এছাড়াও অতিরিক্ত শব্দের কারণে শ্রবণশক্তি ও স্মরণশক্তি হ্রাস, ঘুমের ব্যাঘাত, দুশ্চিন্তা, উগ্রতা, উচ্চ রক্তচাপ, মাথা ঘোরা, হৃদরোগের ঝুঁকি বাড়া, মানসিক অস্থিরতা, স্ট্রোক, হার্ট অ্যাটাকের ঝুঁকি বাড়াসহ মানুষের শারীরিক ও মানসিক স্বাস্থ্যের বিভিন্ন সমস্যা হতে পারে। জনস্বাস্থ্য ও জীববৈচিত্র্যের জন্য ক্ষতিকর কর্মকাণ্ড থেকে থার্টি ফার্স্ট নাইটে বিরত থাকার জন্য অনুরোধ করেছে পরিবেশ, বন ও জলবায়ু পরিবর্তন মন্ত্রণালয়। শব্দদূষণ (নিয়ন্ত্রণ) বিধিমালা, ২০০৬-এর ৭ বিধি লঙ্ঘন করে অননুমোদিতভাবে থার্টি ফার্স্ট নাইট উদ্যাপনের সময় আতশবাজি ও পটকা ফোটালে তা বিধিমালার ১৮ বিধি অনুযায়ী দণ্ডনীয় অপরাধ হিসেবে গণ্য।
এই আইন ভাঙলে প্রথম অপরাধের জন্য অনধিক ১ মাস কারাদণ্ড বা অনধিক ৫ হাজার টাকা অর্থদণ্ড বা উভয় দণ্ড এবং পরবর্তী অপরাধের জন্য অনধিক ৬ মাস কারাদণ্ড বা অনধিক ১০ হাজার টাকা অর্থদণ্ড বা উভয় দণ্ড প্রদানের বিধান রয়েছে।
