প্রতিটি প্রকল্পকাজে প্রশ্নবিদ্ধ এই স্থপতির বিরুদ্ধে গত মার্চ মাসে সরাসরি দুর্নীতি ও রাষ্ট্রীয় অর্থ লুটপাটের প্রমাণ পাওয়া যায় রংপুরের বেগম রোকেয়া বিশ্ববিদ্যালয়ের (বেরোবি) দুটি ২০ (১০+১০) তলা ভবন ও অবকাঠামো নির্মাণকাজে। বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের গঠিত শক্তিশালী তদন্ত কমিটি দীর্ঘ তদন্তের পর দুর্নীতিতে অভিযুক্ত বেরোবির সদ্য বিদায়ি ভাইস চ্যান্সেলর অধ্যাপক ড. নাজমুল আহসান কলিমুল্লাহ ও তার এই বহু বিতর্কিত স্থপতি ভাগনের বিরুদ্ধে আইনগত ব্যবস্থা নেওয়ার সুপারিশ করেছে।
দুর্নীতির কারণে অধ্যাপক ড. নাজমুল আহসান কলিমুল্লাহকে ভিসি পদ থেকে সরিয়ে দেওয়া হলেও তার লুটপাটের শরিক বিতর্কিত সেই স্থপতির বিরুদ্ধে এখনো কোনো ব্যবস্থা নেওয়া হয়নি। বেগম রোকেয়া বিশ্ববিদ্যালয় ক্যাম্পাসে তাকে ও তার ভাগনেকে অবাঞ্ছিত ঘোষণা করেন শিক্ষকরা।
গত ৬ মার্চ বিশ্ববিদ্যালয় মঞ্জুরি কমিশনের তদন্ত কমিটির প্রতিবেদনে দেখা যায়, একটি প্রকল্পের মোট তিনটি স্থাপনার নকশা নিজের ইচ্ছেমতো পরিবর্তন করে খরচ ১৩০ শতাংশ বাড়িয়েছেন। এখন প্রকল্পের কাজ বন্ধ করে দেওয়া হয়েছে। এই প্রকল্পের কাজ শুরু হয় চার বছর আগে। এই কাজের মধ্যে আছে ১০ তলা শেখ হাসিনা ছাত্রী হল, ড. ওয়াজেদ মিয়া গবেষণা প্রতিষ্ঠানের ১০ তলা ভবন, ‘স্বাধীনতা স্মারক’ নামে একটি শহিদ মিনার ও দুটি গবেষণাগার।
