মদ, মিষ্টি পানীয়ের ওপর বেশি কর চায় বিশ্ব স্বাস্থ্যসংস্থা
সব দেশের করের হার পরীক্ষা করার পর বিশ্ব স্বাস্থ্যসংস্থা মঙ্গলবার জানিয়েছে, এই অস্বাস্থ্যকর পানীয়ের ওপর করের হার খুবই কম। কিছু ইউরোপীয় দেশে ওয়াইনের ওপর তো কোনো করই নেই। জনস্বাস্থ্যের কথা চিন্তা করে এসব পানীয়ের ওপর কর বাড়ানোর পরামর্শ দিয়েছে সংস্থাটি।
বিশ্ব স্বাস্থ্যসংস্থার হিসাব হলো, মদ্যপানের কারণে প্রতিবছর ২৬ লাখ মানুষ ও অস্বাস্থ্যকর খাবার খেয়ে ৮০ লাখ মানুষ মারা যান।
বেশি কর বসালে মানুষ এই সব খাদ্য ও পানীয় খাওয়া কমাবে। তাছাড়া স্বাস্থ্যকর খাবার খাওয়া নিয়েও প্রচার করতে হবে, মানুষকে সচেতন করতে হবে।
বিশ্ব স্বাস্থ্যসংস্থার হেলথ প্রমোশন ডিরেক্টর বলেছেন, ‘অস্বাস্থ্যকর খাদ্য-পানীয়ের ওপর কর বসালে মানুষ স্বাস্থ্যকর খাবারের দিকে ঝুঁকবে। এর একটা ইতিবাচক প্রভাব সমাজে পড়ে। অসুখ কম হয়। সরকারের রাজস্ব বাড়ে। তা দিয়ে মানুষকে পরিষেবা দেওয়া সম্ভব হয়। অ্যালকোহলের ওপর বেশি কর বসালে সহিংসতা ও রাস্তায় দুর্ঘটনার সংখ্যাও কমবে।’
বিশ্ব স্বাস্থ্যসংস্থা জানিয়েছে, ১৯৪টি দেশের মধ্যে ১০৮টি দেশ চিনি দিয়ে মিষ্টি করা পানীয়ের ওপর কিছু কর বসিয়েছে। কিন্তু অনেকে আবার খাবার পানির ওপরেও কর বসিয়েছে, যা তারা একেবারেই অনুমোদন করেন না।
তাদের মতে, মদের একটা ন্যূনতম দাম ঠিক করে দিতে হবে ও কর বসাতে হবে। তাহলে মদ খাওয়া কমবে, মদের সঙ্গে জড়িত মৃত্যুর সংখ্যা কমবে, সহিংসতা ও ট্রাফিক সংক্রান্ত সমস্যা কমবে। সমীক্ষায় দেখা গেছে, যারা খুব বেশি পান করেন, তাদের সস্তা মদ খাওয়ার প্রবণতা বেশি থাকে।
বিশ্ব স্বাস্থ্য সংস্থার সহকারি ডিজি জানিয়েছেন, যত দিন যাচ্ছে, ততই মানুষের মদ কিনে খাওয়ার সামর্থ বাড়ছে। এরজন্যই কর বসানো ও দাম নির্ধারণ করাটা খুবই জরুরি।
