শৈলকুপার শেখপাড়া-লাঙ্গলবাধ সড়ক নির্মাণ কাজের তদারকি নেই বলে অভিযোগ উঠেছে ঝিনাইদহের সড়ক ও জনপদ বিভাগের কর্মকর্তাদের বিরুদ্ধে।
দেখা যায়, ঝিনাইদহ সড়ক ও জনপথ বিভাগের শৈলকুপার শেখপাড়া থেকে লাঙ্গলবাধ পর্যন্ত ১৮ ফিট চওড়া, ২৬কি.মি সড়ক নির্মাণের কার্যাদেশ পান মাইনুদ্দিন বাশি লি: এন্ড মিজানুর রহমান জেভি। আর উক্ত ঠিকাদারী প্রতিষ্ঠানের মাধ্যমে সড়ক নির্মাণ কাজ দ্রুত এগিয়ে যাচ্ছে যেনতেনভাবে। সড়কটির নির্মাণ কাজ শুরু হয়েছে চলতি বছরের মার্চ থেকে। কাজ চলাকালীন সময়ে কর্তৃপক্ষের উপস্থিতির কথা থাকলেও কাজের সময় তাদের দেখা যায় না। মাঝে মধ্যে সড়ক ও জনপদ বিভাগের ওয়ার্ক এ্যাসিসট্যান্ট মতিয়ার রহমানের দেখা মিললেও কোন কর্মকর্তাদের দেখা মেলা ভার। ইট, খোয়া ও বালু খুবই নিম্নমানের, পুরাতন ও নতুন ইটের খোয়া দিয়ে চলছে সড়কের কাজ।রাস্তার পুরাতন পাথরের সাথে মিক্সড করা হচ্ছে নতুন পাথর। ঠিকমত রোলার করা হচ্ছে না। সারাদিন ইচ্ছামত কাজ করে যাচ্ছে ঠিকাদারী প্রতিষ্ঠান। এই গুরুত্বপূর্ণ সড়কের কাজ বুঝে নেওয়ার দায়িত্ব কার ? এ নিয়ে জনমনে নানা প্রশ্ন দেখা দিয়েছে।
এছাড়াও ইচ্ছামত কোল ঘেষে মাটি কাটার ফলে বড় বড় গর্তের সৃষ্টি হয়েছে। ১০- ১২ ফিট গর্ত করে ভেকু দিয়ে মাটি কাটা হচ্ছ্।ে এই বর্ষা মৌসুমে যে কোন সময় রাস্তার একটা বড় অংশ ধসে যেতে পারে গর্তের মধ্যে। টেন্ডারে রাস্তার দু,পাশের মাটি ভরাটের জন্য আলাদা টাকা বরাদ্দ থাকলেও রাস্তার কোল ঘেষে মাটি কেটে গর্তের সৃষ্টি করেছে
আবার অন্যদিকে শেখপাড়া- বসন্তপুর এলাকায় অবৈধভাবে রাস্তা সংলগ্ন কালী নদীর মাটি কেটে রান্তার বর্ধিত অংশের মাটি ভরাটের কাজ চলছে। বাইরে থেকে মাটি এনে রাস্তার বর্ধিত অংশের কাজ করার কথা থাকলেও তার কোন নিয়ম মানা হচ্ছে না। ভেকু দিয়ে রাস্তার কোল ঘেষে গভীর গর্ত করে মাটি কেটে রাস্তার উপর তোলা হচ্ছে যার ফলে সড়ক হুমকির মুখে পড়বে বলে সবার ধারণা। ঠিকাদারী প্রতিষ্ঠান আর্থিকভাবে লাভবান হওয়ার জন্য এভাবে কাজ করে যাচ্ছে। এত বড় অনিয়ম তার পরেও দেখার কেউ নেই। মাটি ভরাটসহ সড়কটির নির্মান ব্যায় ধরা হয় শত কোটি টাকার বেশী।
ধাওড়া গ্রামের রেজাউল ইসলাম বলেন, কাজ হচ্ছে ঠিকই কিন্তু ঠিকাদারী প্রতিষ্ঠানের ইচ্ছামত। কাজের ব্যাপারে তেমন কোন তদারকি নেই সড়ক ও জনপথ বিভাগের কর্মকর্তাদের।
পাইকপাড়া গ্রামের নওশের বলেন,কর্তৃপক্ষের উদাসীনতায় রাস্তার বেশীরভাগ কাজ হচ্ছে নিম্নমানের সামগ্রী দিয়ে । রাস্তার পুরাতন ইট দিয়ে বেশীরভাগ কাজ হচ্ছে। এছাড়াও রাস্তার কোল ঘেষে মাটি কাটার ফলে রাস্তার বড় গর্তের সৃষ্টি হয়েছে দুদিন পরেই আবার রাস্তা ভেংগে এই গর্তের মধ্যে বিলিন হয়ে যাবে। এভাবে রাস্তার কোল ঘেষে মাটি কাটলে রাস্তা টেকসই হবে ন্।া
তবে এব্যাপারে ঠিকাদার মিজানুর রহমান বলেন, আমরা নিয়ম মেনেই কাজ করছি।
ঝিনাইদহ সড়ক ও জনপদ বিভাগের নির্বাহী প্রকৌশলী আনোয়ার পারভেজ বলেন, আমরা কাজটি তদারকি করছি ,গতকালও পরিদর্শন করেছি , আমাদের মতিয়ার রহমান মাঝে মধ্যে যায়। আর মাটি এভাবে কাটার জন্য আমরা ঠিকাদারী প্রতিষ্ঠানকে চিঠি দিয়েছি আর এমনভাবে মাটি না কাটার জন্য সতর্ক করেছি।
